Mr. Jerome M. Pender joined the FBI on January 21, 2003, as the
Deputy Assistant Director of the Criminal Justice Information Services
Division’s Operations Branch. He is responsible for information
technology management for the Integrated Automated Fingerprint
Identification System (IAFIS), the National Crime Information Center 2000 (NCIC 2000), the National Instant Criminal Background Check System (NICS), the Law Enforcement Online (LEO) service, and the Law Enforcement National Data Exchange (N-DEx) which will allow law enforcement agencies to share actual crime incident reporting. In addition, Mr. Pender provides management oversight for the Next Generation Identification and Biometric Interoperability programs, and the FBI Biometric Center of Excellence.
Prior to joining the FBI, Mr. Pender served as the Executive Director for Information Technology for UBS Warburg, a worldwide financial services company based in Switzerland. During his 13 years with UBS Warburg, he was stationed in Zurich, Switzerland; Tokyo, Japan; and London, England.
In 2007, Federal Computer Week named Mr. Pender as one of the Federal 100 Award Winners, recognizing the top 100 individuals for their contributions to federal information technology.
In 2008, he received the Presidential Rank Award for Meritorious Executive.
Mr. Pender holds a Master’s Degree in Computer Science from Johns Hopkins University. In 1985, he graduated from the United States Air Force Academy in Colorado Springs, Colorado, with military distinction and academic distinction in the areas of information technology and computer sciences. Upon graduation, he was assigned to the National Security Agency (NSA) in Fort Meade, Maryland, where he was involved in information technology applications development. At the same time, he attended Johns Hopkins University and obtained his master’s degree. Mr. Pender was in the U.S. Air Force until 1990, achieving the rank of Captain.
